The network held a meeting on 28 April 2007. Donatian Marusu sent a report, and Pascal Maziku prepared the official minutes.
Donatian: REPORT OF THE FOURTH AFCONET MEETING
28TH APRIL 2007 AT CARE INTERNATIONAL.
The meeting started around 9:30 a.m. preceded by registration and warm up. It started 30minutes late because the attendance was still minimal.
Introduction: The meeting started with greetings, members’ self-introduction and a welcome note from the chairman.
All the officers were present and they carried out their responsibilities accordingly.
Attendance: By the start of the meeting there were 27 members and by he end the number raised to reach 35, and of course some groups brought two members.
Absent groups were 2: NICE and Tupendane Women Group
Debriefing of the last meeting: The March meeting minutes were read by the secretary, Pascal Maziku and people were invited to ask for clarification, comments and suggestions. The issue of 50% penalty for exchange visits failure on negligence and repetition of exchange visits were re-discussed and re-clarified.
Programmes:
The topic about HOME BASED CARE (HBC) AND WILL WRITE was presented by: Joyce Feruzi, from Temeke Municipal Hospital, Phone N0: 0756478770, email address: feruzijoyce@yahoo.com
The brainstorming questions raised were:
-What do you mean by Home Based Care?
-How do you manage to get your clients?
(The members were urged to site experiences on HBC activities they carried.)

After lunch the programme followed was on exchange visit reports, which all the members were invited to present as follows:
1. Moms in Touch, represented by Dina Mushi, visited 2 groups this month, namely CWCA and Preventive Health Care Frontiers.
2. YLRF, represented by Ana Njowoka, visited 3groups in this month, namely Yopac, Tukolene and Upendo
3. Preventive Health Care Frontiers, represented by Rustika Kasian &Violet Yimbo, Visited one group in this month, which is MSWS.
4. Vumwe Women Progressive, represented by Helen Kiazi, visited NICE group this month
5. CISO, represented by Paulo Mulamula, Visited Chimaba group in this month
6. Uzima Centre, represented by Sofia Bisarara, did not visit any group in this month.
7. Chimaba Sanaa Group, represented by Azaria Mjengwa, Visted Ciso and Tawosu in this month.
8. Poverty Fighters’ Group, represented by Kasimu Mohamed, visited Uzima Centre in this month
9. Woyona, represented by Albert Tesha, visited Iyana and Chimaba groups this month
10. Tawosu, represented by Cresencia Alphonce, visited but no information was available
11. Yopac, represented by Francis Mtitu & Pascal Maziku, did not visit any group this month

0n Dar Network Operation Report for April 2007
It was translated and read before the assembly. Some of the concerns raised are such as:
* The Swahili clock award for Chimaba has been eagerly waited and they say that waiting till December is so long. They suggested if you could send it by FEDEX, which is more effective, instead of Postal mail.
* The issue concerning Bank statement to be sent to London. Yovita explained the problems and complications they face in the chosen bank and the members suggested if possible changing the bank and using the most effective one e.g. CRDB bank whose services are fast and uncomplicated.
* The case report writing help, Charles Kamugisha who was to help Socac in writing good reports is now employed and working out of Dar es Salaam hence unable to fulfil this obligation. Shaban Madega who was to help Woyona complained on not finding the members once he promised to meet them and there is even unsuccessful communications.
* The members have found that the exercise of writing reports is so useful to the groups to enhance sharing experiences
* About the trainings on Accounts. Claims from Yovita shows that, 14 groups desired to get the trainings but only 4 groups managed to attend for 4weeks and now they are experts. She encouraged the members to volunteer the training and said that they will be reimbursed their public transport costs.
* Last meetings attendance: Red House 2000 and Sinza groups were present during the 31st March meeting but in your report it shows that the two groups did not send any representative, something which is not true (Please refer my 31 march meeting report).
Others:
-The Socac’s child case, Mwanaharusi Hussein was presented by Donatian Marusu and the initiatives taken that You Tim) requested Dr. Nyirabu to attend the matter. The members were pleased of the incidence and the efforts taken. Representative from Preventive Health care remarked it and promised to inform Dr. Nyirabu immediately, and as a result he sent me a msg of acceptance, to admit the case by Monday 30th April morning, but the process to bring the child by tomorrow fro Bagamoyo to Dar es Salaam will take about 2 days as they are still contacting the parents of the child for the process. I am still making communications to alert the two concerned sides.
-About Bank signatory:
The chairman requested for one member who will help as a signatory in case one officer is absent. He clarified the required candidate that he should have the passport. Two members were chosen and voted for, who were:
1. Azaria Mjengwa
2. Shaban Madega
As a result Shaban Madega got 16 votes against Azaria who got 6votes. Hence Shaban Madega has been chose to be one of the spare signatory.
-Exchange visits and costs involved in the network were paid accordingly by the treasurer after they were signed and authorised by the Chairperson and the secretary.
-Receipt for 2007 grant. Only 17 were returned. Some promised to bring them by tomorrow. Can you suggest how you would like to receive them.

AGENDA OF THE MEETING WERE
* Introductory information presented by the Chairperson
* Sessions on Home Based Care – inclusive Will and ARV issues
* How to help the clients to write the “will” to their families
* How to care the Orphans and Vulnerable Children
The facilitator was Mrs. Joyce Feruzi (counselor) from Tem eke Hospital.
The main objectives are as follows: to identify the optimistic diseases to the client and to make the follow-up to the clients who are using Ant retrovirus Drugs (ARV”s).
During the discussion, the participants got the opportunity to discuss the meaning of Community based care, when the care taker needed to wear gloves, things to consider when you support the orphans and vulnerable children.
She added that, the following are things to consider if you want the service to be perfect: the counselor should be transparent, creative, punctual, and trustful.
ADVANTAGES OF CARING THE PATIENTS/ORPHANS IN THEIR PLACES:
* He/she will get an opportunity to participate in the community service respectively.
* He/she will feel belongs to the family and he or she is the part and parcel of the community
* He/she will feel that the community doesn’t stigmatize him/her.
ADVANTAGES TO THE FAMILY:
* Get the opportunity to see the progress of the patient
* They get an opportunity to learn different issues
* The family minimizes the cost
On top of that, the following are the challenges met during the process: Firstly, most of the guardians/parents are lying and giving wrong information as well as direction. Secondly, some relatives are still stigmatizing their patients and lastly, lack of the knowledge to the relatives on caring the patients as well as orphans.
The second session was dealing on what is “will”? Advantages of writing it, the proper way of writing it, who is suppose to get the properties legally?
ROLES AND DUTIES OF AFCONET OFFICERS
In addition to that, the network members agreed to do the exchange visits after two months. .Miss Violet also presented the roles and duties of Officers as stated below: Mr. Donatian got 10 assignments, managed to do 2 for three hours, Mr. Furaha got 13 assignments, and did 5 for three hours. Mr. Maziku did 4 assignments out of 10. They did not send any complaints/financial reports to Mr. Tim since January.
He did not received the bank statement up to this moment, Also Mr. Tim sent the clock again but the group which won did not get it due to the fact that, it was misplaced. Therefore, he decided to come with it on December.
The competition on report writing should be in Swahili so that the members can benefit.
Concerns
YOPAC reported to be ready to re do the two exchange visits which were conducted less than two ours last time on their own cost.
Few members requested appointments to be fulfilled when we make for exchange visits. This was insisted that it is two way that the visiting group and the groups to be visited should all stick to the appointment.
A call was made to the groups which have not happened to be visited by the members of the network should report to the Officers for new arrangements, instead of being silent. Moreover, there were six (6) groups which did not attend the last meeting and even did not notify the secretary Mr. Maziku
The meeting was closed at 5.00 p.m.
