* Past meeting report: was briefly read by the deputy secretary Violet Yimbo and the concerns were discussed among other meeting agenda.
* Children's picnic: the committee volunteered to make preparations met twice and is expected to give feedback in the coming network meeting for further action. On the other hand, Yovita will make follow up to get the report and send to members via the group mail.
* Report from London: NA
* Meeting topic presentation and presenters: for improving the meeting topics the members will be required to propose the topics appealing to them and presenters who can either come from among the Network members or external for Furaha to make a list for ease reference and use. We also need to prepare presenters who will be stand-by to fill the gapes in case the expected presenter withdraws.
* Leadership challenges: the excom members suggested that before the end of the Network meeting we need to spare sometime about 15 minutes for participants to give opinions about the meeting process and administration

* Network Constitution: We need to refer to the Network constitution regularly in the network operations. Every group need to have a copy of it.
* Mini library project: group members to give feedback in the network meeting whether they have space and can accommodate the procedures for the mini library smoothly
* Fund raising: we need to prepare as many proposals as possible. All the group members are invited to contribute ideas or frameworks of funding proposals
* Network office: Chiyowonet accepted to host the network in one of their office rooms, so next excom meeting will be held at the very room for officiating it while still on the process to prepare office equipment and furniture
* Account opening at Barclays Bank: Yovita has worked to prepare all the documents, CWCA will volunteer to sign as advocates. Since the network has no office then the signatories need approval from the Local Government as supporting evidence, this adds to delay of the process.
* Excom meeting timetable: Violet will prepare and send it via the group mail. The next Excom meeting will take place at Chiyowonet where the Network office will be on 21 Nov. 20007. The host excom member will help lead the meeting.
* Mosquito treated Nets: this will be discussed in the next network meeting on how to incorporate supply of treated nets and prevention of malaria among network activities

* The chairman took time to thank the Excom members for good attendance. This shows that the day chosen (Wednesday) for meeting is conducive.
* The members were reminded that the Network meeting will take place on 27th Oct. 2007 at National Library Centre, at 8:00 a.m.

This report expresses the meeting which was conducted at Maktaba Hall(National Library hall) on 27th October, 2007.

1.0: Opening of the meeting:
The meeting was officially opened at 9.30 am by the Acting chairperson Mr. Steven Milambo.
2.0: Reading of minutes of the previous meeting held on 29th September 2007:
Following the introductory speech, the Secretary read minutes of the previous meeting of 27th September, 2007.
3.0 Matters Arising
* Child Beach Program preparation on process and finalizing budgeting and beach survey by the preparatory committee.
* The process of Opening the Network Account was reported to be well conducted .
4.0: Session 1. TOOL ON ORGANIZATION SELF ASSESMENT FOR AFCONET AND MEMBER ORGANIZATION (Prepared by NGO Resource Centre and TANGO)
The session was facilitated by the Network Coordinator Mr. Donatian Marusu and the following topics were covered: Assessment tool on leadership which has got 11 subsessions (The foundation of the CSO, Membership/Constituency,Governing Organ, Crosscutting issues, Sustainability). The tool is alike Tim Jacksons Organization Assessment tool hence it was some how easy for participants to follow. Toipc 2 was on Management and subtopics covered were: Organization structure, Org. Policies and procedures, management’s capabilities) The third topic 3. was on program planning and management – Strategic Planning this had the following subtopics: Strategic Planning, Monitoring and Evaluation and Documentation of Lessons). Topic 4 was on The Human Resource, this covered the following subtopics: Human Respource, Volunteers, Human Resource Development and Human Resource Management. Topic 5 was on Financial Management, the subtopics covered were on Sources of Income, Budgeting, Accounting, and Financial Reporting.
Topic 6 was on Infrastructure which included the following subtopics: Equipement and materials, Stock Control and Procurement. Topic 7 was on External Relations and covered the following subtopics: Society, Government, Donnors and Media. Topic 8 which was the last topic was on Building Coalitions, the subtopics covered were participation in Network activities and lobbying and advocacy.
It was beneficial to Network members because this topics after were clear to members, the facilitator requested that members should use the tool on the very day to Assess the Network, i.e using the Assessment Tool to Assess AFCONET. All members were given opportunity to do so in order that opinions will be collected from their free assessment of the Network and the Acting Chairperson assured participants that a compiled report about the assessment will be displayed in our website.
4.0: Exchange visits reports:
Seven Exchange Visit report forms were submitted even though the Exchange visit
Uzima visited Chimaba and leant how to empower out of school youth,
Sageta visited Redhouse and TWAFAHA, they learnt that despite the smaller office of TWAFAHA, they do a lot in serving the community. At Red house they also learnt that children can be empowered on various skills like leadership for them to stand on their own.

NB. The exchange visit spreadsheet has reached an end of its programming hence three exchange visit forms which have been submitted today couldn’t be recorded. The details of the forms are listed below:
* Exchange Visit No. 292 of 25/10/2007 WOYONA visited CHAKUPAU for 3 hours and Joyce Masami and Hadija Emidi from WOYONA did the visit
* Exchange Visit No.293 of 24/10/2007 MSWS visited CWCA for 3 hours and Samweli Kigeso and David Mussa from MSWS did the visit
* Exchange visit No.294 of 23/10.2007 MSWS visited NICE for 3:15. The following did the exchange visit Samweli Kigeso and David Mussa.
6.0: AOB
Feedback about Openning a New Bank Account to Baclays Bank was given by Jovita Makoko that at the Bank
an introductory letter from the WEO where the office is and a seal by an Advocate (In this case CWCA) will . It was suggested that the signatories should fill in the form from the WEO or CHIYOWONET to take charge to ensure that we get the letter. All other documents were reported to be ready submitted.
Meeting report about Beach Children program. It was reported that a total of Tshs 1,200,000 was estimated to be the budget of the beach program. Even tough the seal allocated fund for the beach program was reported to be Tshs.600,000.
The suggested Beach was mentioned to be COCO Beach, even though other beaches were suggested including MSASANI Beach and or MIKADI Beach at Kigamboni to avoid the highlighted risk of going to COCO Beach written as a concern below.
The committee suggested that every group can be given Tshs.20,000 for transport so that the 5 representative children from the member partners will be picked straight to the beach. The suggestion was put forward for further discussion and final decisions will be put in the next meeting.
In order to make the program lively, it was suggested to make the program child friendly program with for instance educational games and competitions.

Report from Tim Jackson was read and clarification was given by the coordinator Mr. Donatian Marusu.
As regards to the visits by Donatian to the different groups, Donatian promised to make a simple timetable which will be implement able and convenient group members too.

As regards to those who would like to have special appointment with Mr. Tim Jackson in December 2007, the following requested to be listed;

FUTURE PLANS OF THE NETWORK
* It was suggested that we need to make as a special agenda in the next meeting to discuss more about the Network Sustainability. This followed a report that in two years to come it might be phasing out of the funding from London.
* Selfishness was warned to be the major threat of the Network.
CONCERN:
One participant raised the issue of security at the COCO Beach because it is the Beach where local people who cant afford going to the other expensive beach hence there is a risk to the children if they will be mixed with other children and peopleat the peach. It was a concern that we might fail to control the children.
Challenges:

* A common transport
* Risk of taking children to the Beach
* Security wise

The meeting started around 9:30 a.m. preceded by registration and warm up tea. The meeting was chaired by deputy chairman, Steven Milambo
Attendance: by the start of the meeting there were 20 members but by the end the number increased to 27 of which 22 were the groups' representatives.
Debriefing of the past meeting:
The minutes of the past meeting were read by the secretary, Pascal Maziku and the concerns raised were clarified.
Exchange Visits:

2. Uzima: represented by V. Oganda, Visited Chimaba Sanaa Group and learned how they help youth for self-reliant initiatives
3. Sageta, represented by Jacob, Visited two groups: i) Twafaha and learned how they run a project on embroidery ii) Red house, and learned how they help to educate young children of different ages with an approach of child-to–child learning

It turns out that the grant email we thought looked suspicious was definitely a fraud. We have just received the following email from the Executive Director of the Joan B. Kroc Institute for Peace & Justice:
Thank you so much for your thoughtfulness in contacting Scott Appleby and me. I believe Scott is traveling, so I'm not sure if he will checking his email.You are so correct that this is a scam, but I am very impressed with what you have found out about it. There is no Joan Kroc Foundation -- when she died in October 2003,she gave all of her money away. The scam is a good one as most of the information is correct -- they clearly did a good google search on Mrs. Kroc! I appreciateyour suggestion to put a notice on our website and we will do so this coming week -- I thought the letters had stopped (we had a flurry of letters several years ago, and then again inAugust - September, but nothing for the past month until your email), but clearly they have not.For all the organizations who need funding, I wish this were true -- what a nasty scam this is. Thank you again for checkingwith us and I wish you all the best with your good work. Perhaps we will meet someday.With best wishes,Joyce Neu

One of our network groups has received an email claiming to be from the Joan B. Kroc Foundation, saying the group has been shortlisted for a grant of $550,000. This is odd, since the group never applied for any such grant. There is an organization in America called the Joan B Kroc Institute for Peace and Justice. Unfortunately, we don't think this email is genuine. Here's why: 1. The address given in the email belongs to a supermarket in San Francisco called Mollie Stone's (see http://www.peasofmind.com 2. The phone number given in the United Kingdom begins with +44 (0) 700. These numbers are personal numbers used only by individuals and not by organizations, and they are used to hide the real number you are calling. 3. The email gives no web site. The Joan B. Kroc Institute for Peace and Justice at the University of San Diego (endowed by the wife of the founder of McDonald's) does peace work in Uganda, and can be found at http://peace.sandiego.edu/, but it does not appear to have a wider program of grantmaking to African organizations. 4. The recipient of the email was asked to contact a gmail address, and the message he received came from hotmail. In America and Europe, large organizations rarely use these type of web addresses. A common pattern with Internet frauds is that organizations are told they are going to receive money, but are asked to advance some of their own money as an administration or facilitation fee. Once this is sent, the so-called grantmaker disappears. We are publishing this email so that other organizations do not risk becoming the victims of fraud. If you receive a similar email in future but are not sure whether it is genuine, you can check it by: 1. Doing a Google search on (a) the organization name (b) its address (c) its phone number. 2. If you find the organization using Google, contacting it directly via its web site to confirm that the offer is genuine. The full text of the email is below:

Ripoti ya shughuli za mtandao wa Dar kwa September, 2007.
Wapendwa Wanamtandao,
Natumaini kuwa ninyi na familia zenu pamoja na watoto mnaowatunza mmekuwa na mwezi Septemba wenye furaha na afya tele. Tumekuwa na baadhi ya mambo muhimu mapya yaliyojitokeza katika mtandao wetu.
Mradi wa Maktaba
Steven Milambo amefanya mabadiliko kwenye rasimu ya Azimio la kuomba ruzuku baada ya kujadiliana nanyi katika mkutano wa mtandao na sisi huku London. Tunatarajia kushirikiana naye na shirika lake (YLRF) kuhakikisha kwamba Azimio hilo linafika kwa mashirika ambayo yanaweza kufadhili mradi huu. Kama mnavyokumbuka, moja kati ya vipingamizi vya kuwa na Maktaba moja kuu ni kwamba watoto wanaokaa mbali wanaweza wakapata ugumu wa kufika kwenye maktaba. Kama tutafanikiwa kupata ruzuku basi tutapanga kwamba kila kikundi ndani ya mtandao kipatiwe kiasi kidogo cha vitabu vya kiada. Hivyo vitabu vinaweza kutunzwa katika ofisi za vikundi vyetu ili watoto waweze kuvipata na kuvitumia.
Ili kufanikisha hili, hapa kuna baadhi ya masuala ambayo kila kikundi hakina budi kuzingatia:
* Kuamua ni saa zipi au siku zipi maktaba itafunguliwa
* Kuamua kama kikundi chenu kitaruhusu watoto kuadhima vitabu au la. Ni wazi kwamba kuadhimisha ni jambo mwafaka kwani watoto wanaweza kuvitumia wakiwa nyumbani, lakini hii itamaanisha kwamba watoto wachache tu ndio watanufaika na pia kutakuwa na tatizo la urudishwaji.
* Je, shirika lenu lina chumba chenye meza, viti na umeme kwa ajili ya muda wa usiku?
* Kufanya mpango wa kupata mtu mmoja kwa ajili ya usimamizi wakati watoto wanajisomea.
Tafadhali naomba kila mjumbe aliyeko katika mkutano huu arudipo nyumbani akashirikishe jambo hili kwa wanachama wenzake, na pia muendelee kujadiliana na Steven ili kuboresha zaidi.
Maelezo ya Benki
Kama mnavyojua, tumekuwa tukilizungumuzia kwa muda mrefu sana suala la kuchapisha maelezo ya akaunti ya benki ya mtandao kwenye tovuti yetu. Hii itasaidia kwamba kila kikundi ndani ya mtandao kiweze kuona kiasi cha fedha kilichotumika na kimetumika wapi. Habari njema ni kwamba, hatimaye hili limefanyika. Yovita amefanya mpango ili maelezo hayo yatumwe kwetu London na tumeshachapisha katika tovuti yetu. Kama utafanikiwa kuingia katika www.africancommunities.org utaweza kuona (zingatia kwamba namba ya akauti imefichwa ili kuondokana na hatari ya utapeli). Maelezo tuliyo nayo ni ya mpaka 25 Agosti na salio kwenye tarehe hiyo lilikuwa: 11,192,235/- TSHs. Tunatarajia kuwa Yovita atatuma maelezo kwa mwezi Septemba hapo tarehe 7 Octoba na kwa kila mwezi baada ya hapo.
Mrejesho kutokana na vipindi vya mafunzo
Kama mnavyojua, tumekuwa tukimwomba kila mmoja wenu kujaza fomu ya tathmini ya mafunzo yatolewayo katika mikutano ya kila mwezi. Lengo la mrejesho ni kuwasaidia viongozi, mimi na watoa mada kushughulika pamoja ili kutengeneza mafunzo mazuri zaidi kwa ajili yenu. Hapa kuna maelezo juu ya namna tunavyoshughulikia taarifa mnazotutumia.
Kila mwezi taarfia hukusanywa na Donatian na kuhesabiwa, na halafu hutumwa kwangu huku London. Mimi naiunganisha kwenye taarifa zingine zenye tathmini za watoa mada wote ili tuweze kulinganisha matokeo. Halafu naituma tarifa kwa Furaha na kwa mtoa mada, kwa sababu mara nyingi ina msaada zaidi kwa mtoa mada kujifunza kutokana na yale watu wanayosema juu yake.
Nadhani mngependa kujua kwamba, mpaka saa mwaka huu, mada ambayo inachukua nafasi ya juu kiujumla ni ya Lucas Haule iliyotolewa mwezi Machi juu ya Malezi. Mada yenye yaliyomo bora zaidi ni ya Utti Mwang'amba iliyotolewa mwezi Mei juu ya Wosia na Mirathi. Na kwenye ubora wa vitini mada inayoongoza ni ya Alex Mayunga iliyotolewa mwezi Februari juu ya Ushawishi na uhamasishaji katika utafutaji Rasilimali watu na Rasilimali vitu.
Mnapotoa maoni, husomwa na mimi na mtoa mada. Ni vema kusema niliipenda mada iliyowasilishwa. Lakini ni vizuri zaidi kama utaweza kusema ni namna gani inawezwa kuboreshwa zaidi. Tuko tayari kuyatumia maoni yenu na kuyafanyia kazi mapendekezo yenu.
Wakati unandika hayo maoni, unaweza kujenga taswira kama vile uko kwenye mazungumuzo na mtoa mada baada ya mkutano wakati mkipata kikombe cha chai. Fikiria kama vile unasema mada ilikuwa nzuri, na halafu mtoa mada anakuambia: "Tafadhli nipe ushauri wako. Ni namna gani ningeweza kuifanya mada iwe nzuri zaidi? Ushauri utakaompa ndio unaopaswa kuandika.
Kutuma wawakilishi zaidi ya mmoja kwenye mkutano wa mtandao
Inaonekana kama kumejitokeza kutokuelewana juu ya kutuma zaidi ya mwakilishi mmoja kwenye mkutano wa mtandao. Baadhi ya wanachama wanadhani kwamba tumechagua vikundi vichache na kuvipatia ruhusa maalumu ya kutuma mtu wa ziada kwenye mikutano. Hii siyo sahii isipokuwa kwa vikundi vyenye viongozi wa mtandao tu, kwa sababu wanakuwa na shughuli nyingi kwenye mkutano( mfano: kuchukua kumbukumbu, kufanya malipo, kuratibu mkutano) na hivyo kuhitaji watu wengine kuwakilisha vikundi vyao.
Kwa ujumla, mtazamo wetu huku London ni kwamba, tunatoa chakula na nafasi ya mkutano kwa vikundi vyote, itakuwa na maana zaidi kama kikundi kimoja kinaona kwamba hakitaweza kuhudhuria mkutano, tusingeacha nafasi hiyo iahwe wazi, na badala yake tutoe nafasi hii kwa kikundi kingine ili kiweze kutuma mwakilishi zaidi ya mmoja kama italazimu.
Kwa kawaida kikundi chenu kinapaswa kutuma mwakilishi mmoja tu. Kama mtu aliyetegemewa hatoweza kuhudhuria, basi mwanachama mwingine anapaswa aende na hao wawili wanapaswa kukutana mapema ili kwamba mtu anyekwenda mkutanoni awe na taarifa za kutosha inayotakiwa.
Iwe ni jambo la bahati mbaya sana tu kwamba inatokea kikundi kinashindwa kutuma mwakilishi yeyote yule. Lakini, kama hili linatarajiwa kujitokeza, basi toa taarifa kwa Pascal angalau siku mbili kabla ya kila mkutano ili tuweze kutoa nafasi hiyo kwa kikundi kingine badala ya kuiacha ipotee bure. Halafu Pascal atatuma ujumbe kwa vikundi vingine wazibe nafasi kwa kutuma mjumbe wa pili. Nafasi hii inapaswa kutolewa sawa kwa vikundi vyote, ili kwamba kwa mwaka mzima kila kikundi kiwe kimepata nafasi hiyo.
Tafadhali naomba mtujulishe kama hamukubaliani na mtindo huu au kama mna mapendekezo yoyote ya kuboresha.
Malipo ya Nauli ya daladala
Kumbukumbu za mkutano wa Agosti zilionyesha kwamba kulikuwa na majadiliano juu ya nauli ya daladala kama itarudishwa kadri ya kiasi kilicholipwa au kukaribishwa kwa shilingi 1,000 ya karibu. Tunaamini kwamba ni halali wanamtandao kurudishiwa gharama halisi alizotumia kwa nauli kwa sababu za kiuchumi (hivyo 2,000/- kama atasafiri kutoka mbali na 950/- kama atasafiri kutoka mahali ambapo bei ya nauli ni hiyo, na hata kwa mtu aliyekuja kwa gari la binafsi). Kwa kawaida ni kazi ya Mtunza hazina kuhakikisha kwamba ana chenji za kutosha ili kutoa malipo yaliyo sahihi. Kwenye mazingira ambayo hilo halitowezekana, basi tutafurahi kama wanachama watafikiana na mbadala utakaopangwa.
Pikniki ya watoto
Kama mnavyojua katika uzoefu wenu juu ya watoto walio katika mazingira hatarishi na Ukimwi Tanzania, baadhi ya mashirika na baadhi ya watoto wanapata msaada mwingi na walio wengi hawapati msaada kabisa. Sababu inayotufanya sisi huku London kusaidia mtandao wenu ni kwamba tulipenda kufanya kazi na mashirika ambayo ndio kwanza tu yanaanza kupata misaada ya kimataifa na kuwasaidia watoto ambao mpaka sasa wanaweza kuwa hawajapata msaada wowote ule.
Pikniki ya watoto ni wazo zuri na tunafurahi kuliunga mkono. Lakini tunaangalishwa uwezekano wa kuwepo tatizo ndani ya vikundi kama hamutakuwa na rasilimali ya kutosha kuwaalika watoto wote wanaosaidiwa na vikundi vyenu kwenye pikiniki. Hii itawafedhehesha watoto ambao hawakujumuishwa. Tunashauri kwamba mjadiliane jinsi ya kutafuta suluhu ya tatizo hilo na tutakuwa tayari kusaidia endapo mtatuma azimio kama Steven Milambo alivyofanya kwenye mradi wa maktaba. Lakini tutawaunga mkono endapo mtahitmisha kwamba haitawezekana kupata ufumbuzi wa tatizo hilo na kuamua kuachana na wazo la pikiniki ya watoto.
Hesabu za fedha
Tumeshapokea hesabu za fedha kutoka kwa Yovita za mpaka Agosti. Hatujazifanyia uchambuzi huku London (Kumradhi!), lakini tunatumaini tutachapisha kwenye tovuti yetu kwa kipindi cha takribani wiki moja kuanzia sasa.
Shughuli za Viongozi:
Tumetuma mhutasari wa taarifa ya shughuli za viongozi. Haitachapishwa sambamba na nakala ya ripoti hii, bali itabandikwa ukutani kwenye ukumbi wa mkutano ili kila mmoja wenu apate kuipitia.
Kutembeleana katika vikundi:
Wanamtandao wengi wamesema kwamba wanaona ziara za kwenye vikundi ni njia nzuri ya kukutana na watu kutoka katika vikundi vingine na kushirikishana mawazo na utaalamu. Kikundi chenu kitafaidika zaidi kwa kuwa mwanachama wa mtandao kama kitafanya bidii ya kutembelea vikundi vingine zaidi( na hasa kama watu tofauti kutoka katika kikundi chenu watakuwa ndio watembeleaji)

Tunapendekeza kwamba vikundi vyote vilivyoko kwenye orodha ya kwanza (waliofanya ziara chache chini ya tatu) wakubaliane kwenye mkutano wa mtandao wa Oktoba kutembelea kikundi kwenye orodha ya pili (waliotembelewa na vikundi vichache chini ya vitatu), na vile vilivyotembelea kikundi kimoja tu tangu Mei waadhimie kutembelea angalau vikundi viwili kwa mwezi Octoba. Tafadhali msitembelee kikundi ambacho mlishatembelea.
