A new email has been sent to the network officers raising questions about some items of spending from the Afconet bank account during 2008.
The email includes the following questions:
(a) Could you please send me the invoice and receipt for this payment, plus a copy of the brochure and the annual report, and tell me how many copies were distributed and who to.
(b) Could you also please say the name of the consultant, how the fee was decided, how many hours this consultant worked, where the work took place, and who agreed the terms of ths consultancy.
(c) Could you also please say who signed this cheque, who authorized this payment, and send me a photocopy of the front and back of the cheque from your bank.
(d) Could you please also explain why this payment was made, since paragraph 5 of the 10 January 2008 letter that you signed said "The Network Grant shall be used only in accordance with the budgets, projects, plans and objectives set forth by you [Argentarius Foundation] in documents to us [Afconet]."
2. Your accounts say that on 25 March 08 you paid 280,000 shillings to Jacka for the "purchasing of Afconet computer".
(a) Could you please send me the invoice and receipt for the computer from the supplier who sold it.
(b) Could you please also say where the computer is now, who has used it, how the price was decided, and why the payment was made to Jacka instead of directly to the supplier.
(c) Could you also please say who signed this cheque, who authorized this payment, and send me a photocopy of the front and back of the cheque from your bank.
(d) Could you please also explain why this payment was made, since paragraph 5 of the 10 January 2008 letter that you signed said "The Network Grant shall be used only in accordance with the budgets, projects, plans and objectives set forth by you [Argentarius Foundation] in documents to us [Afconet]."
3. Your accounts say that on 1 March 08, you paid 602,000 shillings against voucher 6 to 'Afconet members', in the form of 28 payments of 21,500 shillings.
(a) Could you please list the groups to whom these payments were made, and the individuals who received each payment, and provide copies of vouchers signed by these individuals.
(b) Could you please explain what the purpose of these payments was, why they were made in cash, and who authorized the payments.
Questions about the spending have been sent to the chairman of the Afconet network, Jacka Mwambi (also known as Jaka Mgwabi Mwambi, but not to be confused with Jacka's father of the same name, who was appointed Tanzania's ambassador to Moscow in September 2008). Under the terms of the network funding agreement letter dated 10 January 2008 which Jacka signed, Jacka is personally responsible for any misspent funds from the network's account.
Questions about the spending have also been sent to the treasurer of the Afconet network, Shabani Madega, who is also coordinator of Poverty Fighters Development Society of Tanzania (Pofideso). A profile on LinkedIn describes "Shabani Ally Madega" as the coordinator of Pofideso and as also formerly Africa representative of Steven Lewis Foundation and Programme Officer of YMCA USA. Under the terms of the network funding agreement letter dated 10 January 2008 which Shabani signed, Shabani is personally responsible for any misspent funds from the network's account.
Questions about the spending have also been sent to the secretary of the Afconet network, Steven Millambo of Youth Life Relief Foundation, who has also worked as Youth Mayor of Kinondoni. Under the terms of the network funding agreement letter dated 10 January 2008 which Steven signed, Steven is personally responsible for any misspent funds from the network's account.
