Chakupau: Key Information & Data

School fees and books (30 children) School uniforms (30 children) Provision of home-based care (32 children) Nutrition education (35 children) Unification of orphans with families (23 children) __________________________________________ Assessment Each year, members of the network take part in an annual process using Geoff Foster's Community Capacity Assessment Tool. The tool, which consists of a set of multiple-choice questions, aims to produce a quantitative measure of the maturity of community organizations. It's organized into eight categories, and delivers a score to each community organization in each of the categories. Chakupau's average scores (between 0 and 3) in 2006 and 2007 were as follows: Governance: 3.0 (2006), 3.0(2007) Finances: 3.0(2006), 2.5 (2007) Human Resources: 3.0 (2006), 2.8 (2007) Admininistration: 3.0 (2006), 2.7 (2007) Service Delivery: 3.0 (2006), 2.5 (2007) Community Ownership: 2.7 (2006), 3.0 (2007) Financial Support: 2.3 (2006), 2.5 (2007) Tech Support: 2.3 (2006), 3.0 (2007) Total: 85 (2006), 77 (2007) CCAT ranking among 28 groups in Dar network: 2 (2006); 9 (2007) Note: A ranking of one means the highest among the cohort. A ranking of 28 means the lowest. If two groups tie in first place, the next group is ranked as 3, and so on. A DIV error indicates that the group's responses were not recorded on the questionnaire. __________________________________________ Budget and other funders Chakupau gave us the following budget information in 2007: Total funding from all sources in USD: $7,396 (2006); $5,434 (2007); $7,412 (2008 forecast) Percentage of total 2007 funding provided by AfricanCommunities.org: 21% Other sources of funding: RFA; HDT, MTEMVU Foundation; Tanopha. Note: a zero means that there were no other sources of funding. __________________________________________ Network participation During 2006, 2007 and part of 2008, Chakupau took part in activities of Afconet, an NGO in Dar es Salaam which provided monthly training and exchange visits in which pairs of leaders from one group were funded to make short visits to other groups in the network. Twelve training meetings a year were held, and groups were invited to make at least six exchange visits and receive at least six visits. During 2007, Chakupau attended 11 meetings, made 6 exchange visits, and received 4 exchange visits. Combined with the CCAT score, this placed the group's 'ranking' in the network at 4, where 1 indicates the most participative and 28 the least. __________________________________________ Current grant status Chakupau received a grant in 2006, 2007 and 2008, and was eligible to apply for a grant in 2009. As at December 2008, site visits were going ahead to evaluate all member groups' applications.

Where did the money for Steven Millambo's library project go?

As members of Afconet in Dar es Salaam will know, Steven Millambo of Youth Life Relief Foundation proposed an exciting idea early in 2008 for a network of 'microlibraries', in which each of the approximately 30 organizations in the network would have a shelf of books that could be useful to schoolchildren they are working with.

On 24 May 2008, our foundation authorized a payment of 3,405,000 Tanzanian shillings for this project. Accounts received from Shabani Madega, the treasurer of the network, show that this money was paid on 4 June 2008 by cheque number 193093 to Youth Life Relief Foundation, and that the cheque was given to Steven Millambo.

On 18 December 2008, Hatibu Kunga, chair of Youth Life Relief Foundation, sent an email saying:

One time you had instructed Afconet to give us some mone for our Library Project. Unfortunetely Milambo and his fellows denied us that opportunute.

This seems to suggest that the money for the library project was not, in fact, received by YLRF.

We would like to have this clarified by the network officers, Jacka Mwambi, Shabani Madega, and Steven Millambo.

Postscript: on 23 December 2008, Hatibu Kunga sent the following email:

Hi Tim

It is a wonderful information to hear from you now that Afconet had disbursed funds to YLRF for Library Project. Infact, despite of your insructions and YLRF followups to the said Afconet Officers at last we were not given the money. All the time we were tald that, you Tim you have no mandate to instruct them to disburse funds which is Afconet account.

It is beyond resoanable doubt from your information [that the money has been stolen]. This is a criminal offense which we need to take a drustic mesuares as a lesson...

In this regard I would like and suggest that you send us YLRF financial transctions sent to you by Mr Shaban Madega showing that YLRF was disbursed the said amount. This information will work as an evidence even in the Court of Law. Please send us a hard copy through YLRF mail box 10889 Dar es Salaam.
